Executive Order 13556 established Controlled Unclassified Information (CUI) to standardize the way federal agencies handle information that requires safeguarding or dissemination controls, but is not considered classified. This is a dramatic shift in the way Sensitive but Unclassified (SBU) information has been handled by federal agencies to date.
